HTC Advisory Council Meeting

Potential activities for the HTC Advisory Council:
  1. Develop case studies:
  • that highlight the economic benefits of active transportation (these exist in the literature)
  • that demonstrate the unsafe streets impact on mobility (costs of Paratransit service versus sidewalk improvements) (This is an important but complicated piece of work – perhaps something that could get included in the UPWP for the Boston MPO?)
  • that highlight effective ways to overcome barriers to healthy transportation
  1. Ensure cost benefit analysis is incorporated in HIAs.
  2. Prioritize infrastructure investments (particularly in context of Bay State Greenway) that will have a greater impact on mode shift)
  3. Identify strategic HIAs, in that the lessons learned can be generalizable to many other communities/projects.
  4. Work to identify ways to make complete streets easy and standard. Richard O’Brien highlighted the benefits of doing a full scale temporary markup on a roadway to get opponents on board.
  5. Strategize around Safe Routes to School: Both education and enrichment are important for advancing the mission of SRTS. Mass may need to rethink the investment strategy from wide and thin or focused and deep.
  6. Work to incorporate MPOs in HIA process – they may be able to gather data through their pavement analysis efforts.
  7. Michelle Ciccolo discussed the Town of Hudson’s work to map activity centers and score them to prioritize active transportation improvements. The goal is to expand this effort statewide. There may be some role for the HTC-AC.
  8. Review/shape Baystate Roads complete streets training materials.
  9. Develop standard RFP for DPWs to incorporate health impacts and complete streets. (This could be joined with E)
  10. Develop processes for evaluating projects/programs at achieving healthy transportation goals (challenging, but MPOs have evaluation criteria).
Under MAP-21 we need to have a performance management in place. The HTC-AC can analyze how Massachusetts will include the healthy transportation aspect in the mix. Under Safety related performance measures perhaps?
  1. Project Selection Council can provide an update to the HTC-AC. There may be some role there.
  2. Build public participation around constituencies we have on the HTC-AC.
  3. For final report, look at crash data.
